The site, is the Hibernia National Bank where, according to John Barry’s book Rising Tide, a handful of powerful business men made the fateful decision in 1927 to blow up the levee downriver in St. Bernard Parish at the expense of the residents there, with little or no recompense to residents affected.
The mosaic disc hovering above the building details ancient meanderings of the Mississippi River via the Fisk Maps, maps which were created in the 1940’s by geologists out of a fear that in World War II the river might become a battleground.
